Y'all ever had a stagger ignored?

I have had a stagger ignored. King of Puppets will ignore it if you try to stagger him right at the phase change between 1 and 2 (where he cries, not the transition to 3rd phase which is Romeo). I believe a very limited number of othere emies will do similar.
