Yes, that's normal, Eugenie's questline got changed slightly (but only where you get rewards from). To get the other record you have to talk to people in a very specific sequence. After killing the parrot, decode the cryptic vessel through Venigni, then and only then talk to Eugenie, otherwise you can't get the last record. It's truly one of the design decisions of all time.

I deciphered the one where a name was written and then I spoke to her but nothing. I watched some videos and apparently they say I also have to do a new run. Honestly, I don't really understand what I'm supposed to do. Why did "Alidoro" give me the vinyl that Eugenie was supposed to give (at least one of the two)

Because it was patched, so now doing the questline correctly gets you both records whereas previously you got one record for doing it 'wrong' and the other for doing it 'right'.

Previously:
Talk to Eugenie after confronting 'Alidoro', telling her the real Alidoro was just a talented stalker = first record
Talk to Eugenie after confronting 'Alidoro', killing him, taking his cryptic vessel to Venigni and THEN talking to Eugenie = second record.

Now, simply killing Alidoro gives you the first record, then telling Eugenie the truth gives you the second record.

Because with the DLC update the devs changed how the rewards for that quest work. Now you can get both records in one playthrough. You just need to always tell Eugenie the truth and decode the vessel before talking to her for the last time.
