Because it was a pre-order bonus and an incentive for players who purchased the game before its official release.

I know, but weren't the other items in the pack pre-order bonuses too?

Only for the Deluxe Edition which also included the Mischievous Puppet costume, the standard edition only got you the MP costume, so overall the majority of pre order content is available to purchase which isn't a bad thing at all.
