But yes your CPU seems to be quite medium range and probably then will limit a lot your almost highest-tier GPU card. Hopefully your alim however followed the GPU and CPU upgrade or you're underpowering them and that however not only limits but also hurts all your components slowly
I can't speak for very recent AMD CPUs even tho I don't see why it would change much since both of ours seem to be in the same range but my Ryzen 7 2700X had absolutely no issue with the game (with a 1660 SUPER). I ran at almost everything medium for stable capped 60fps (the fps I have to cap on pretty much every games now so nothing anormal)
The splash screen of the game displays AMD and the game released at a time multi-threading CPUs were already the leaders since quite a time so it would be suprising it has poor support of it and of AMD CPUs specifically
I had similar situation few years ago, going from intel CPU to AMD, and literally everything runs worse.
After going through few forum threads, every single time its "oh you have amd".
