The "rotation" would be dependent on your play style. Ideally, with the Two Dragons Sword, you would lean into focusing on perfect guards, as its unique charged heavy attack is a perfect guard parry move. This means if you want the most out of it, try using these amulets centred around perfect guards:
Conquering Amulet
Impregnable Fortress Amulet
You can also use Arm of God Amulet as a offensive amulet as the attack animations are quick to build up this amulets buff.

Also, you can tailor your P-Organ around the Two Dragons Sword's parry mechanic with these upgrades:
Perfect Guard Cause Stiffness (Phase 4)
Retain Guard Regain (Phase 2 & 5)
Perfect Guard Weapon Durability Recovery (Phase 6 - NG+)
Enhance Charge Stagger ATK - The parry counts as a heavy attack
