2. Go to SteamLibrary\Steamapps\Common\Lies of P\LiesofP\Content\Paks
3. In the Paks folder, create a folder called ~mods (remember the special character)
4. Copy the extracted files into the ~mods folder
5. Run the game.
I assume you're talking about the Bloodborne Hunter V1.8 DLC Update mod from Nexus Mods. Modders and uploaders typically include instructions on how and where to install mods.
For most mods designed for Lies of P, they just need to be extracted from the ZIP or RAR file and put in the ~mods folder mentioned above. In very rare cases mods must be placed in the Binaries\Win64 folder.
