I dont really understand why you replay the same day over and over again. You need to play the whole week, of course, and you need to explore at least all of your communication lines / stories. Sometimes the tag appears on friday or so, so be ready to improve your workflow. Having more telegraphs help aswell, since then you have a higher amount of stories to research/choose from and even be able to skip some just to get a new one.

I said the same day but I meant the same week, my mistake. I thought that if by printing time the event didn't pop, then replaying the week might trigger it. I'll try other strategies like you suggested, than you

Sometimes restart works but I don't know exactly how the seeds work. It IS possible that the tag only appears as an Ad during the week so recheck them aswell of you have Ads unlocked already.

It is 99% in the ads, it happens sometimes with both Mafia and High Society. If you want to be 100% sure and have some spare influence - unlock the sales desk and check if it's there.

What you can do to get the tag without spending influence for the sales desk: reload the previous autosave and rearrange your newspaper in a way that no category gets to 4 bars (so no ads unlocked). At least avoid Sports ads for Mafia and Society/Entertainment for High Society missions.

Changing a district to unlock may also help - the news pool generation somewhat depends on it. Unlocking and _placing_ a new telegrapher station or page printer on the previous week will also change pool generation. Still not sure if it changes the mission item generation, but you may give it a try. Generating a news pool keeping all these parameters the same will likely generate an identical pool.

It sounds like people are skipping the dialogue. In the dialogue they will say what they need you to print that week.

All the tags needed to complete your active mission and district are guaranteed to show up. You just might not be able to obtain them if you don't have every production station.

Graphics can appear in stories before you've unlocked them.

European news will get added to the pool if you start the week with a European telegraph station.

Ads will only appear the week after you've unlocked the sales desk. The exception is if your agenda wants you to print an ad. In that case you'll see the ads menu is greyed out with an exclamation point.

Sometimes you might get a distribution of tags that won't let you complete both agenda and district.

I had defeat for my district but don't print politics for my agenda. Unfortunately my only defeat tag was on a politics story.

Also sometimes you will have to delete part of a news story or close the story early to complete an agenda. For example mayor might ask for print mayor but not crime. The first part will be crime, the second part will be the mayor, and the third part will be crime.
