buying the "supporter dlc" is the same as buying the "full game"
ie same features in dlc?

Supporter dlc enables some admin tools, like the ability to edit levels, and game console. It's mainly a way to support the game if you like it.

i get that, but i added the game when it was free to play, so i want to know if i should just buy the supporter dlc, rather than buying the game to get those tools.

You already own the base game, doesn't really matter if it was free or not, so there is no need to buy it again. Buyiing just the dlc will work
