have you tried disabling PhysX? yes having it enabled does enable a lot of cool effects and even spawns extra map props, but it does cause a lot of performance and stability issues. but if you have a Nvidia GPU and insist on having it enabled, you can follow some thread that i'll link that will force the game to use your GPU's PhysX drivers over the game's. btw this won't work for users with AMD and Intel GPUs; please don't bother installing legacy PhysX drivers as a workaround either.

for me personally though, i just exited the game after beating the tutorial and then played the story mode from the main menu. therefore, i never experienced this bug because i never transitioned from tutorial directly to the story. those that don't have a Nvidia GPU can still run PhysX, but it'll be done through the CPU and as a result will be extremely laggy, so best to disable for everybody else.
