With Iastur, can you give the Book to a ruler via the Courtier's "Steal Ruler Item" and the like?

Not with that specific action I think.

I haven't played in a while but you can definitely get it onto rulers and you can definitely give it to heroes when you rob them.
I think it's Rob Treasury that lets you put it on a Ruler.

Subtle Thievery also works. You can rob heroes or infiltrate their home and steal from them to put the tome in their inventory as well.
