Where do I find a deep one cult, my seer need to learn the last secret.

I look around coast and can't seem to find one. and the map view UI is very very confusion to use...

There's not really a guarantee there will already be one present, but you can start one yourself if you infiltrate a city's docks and then complete the "Malign Catch" action.
