100% shadow ruler cares about menace of other nations' settlements
When considering war, even fully enshadowed rulers care about the menace of other nations' settlements. This tends to create a lot of war and destruction, but I don't think it is intended that enshadowed rulers do this as they are suppose to ignore menace. The war type is a raid, not a conquest - conquests don't have this issue.

Odd. This must be due to some weird interaction, because it seems to be working for me in testing, and the code looks right. This goes for both the "Menace of their settlements" motivation and the "menace" motivation in general to raid a social group. I'll try some stuff and see if I can replicate.

Slightly still relevant to 1.0 since rulers with some shadow do not get reduced the amount that they care about the menace of settlements, eg a ruler at 60% shadow cares the same amount as one that has 3%.

A 100% shadow ruler in a holy order nation doesn't care, but I will need to check on one outside of a holy order to be sure.
