[1.0 beta] Elf settlements within human nation find it hard to get new wayfinders
Once the wayfinders die off, or the settlement is captured and the old ones are loyal to a nation that no longer exists (and thus won't find new rulers), there seems to be no way for the elf settlements to recover. Since they the nation is human, it won't make a political crisis either.

If the capitol gets moved to one of these perma-leaderless elven settlements, the nation seems to be paralyzed concerning national actions indefinitely. It does not become an elven nation capable of getting a wayfinder.

Maybe a stopgap can be added by allowing the monarch to appoint rulers for elven cities in the dark empire, though this doesn't help those under rule of ordinary nations or the alliance.
