[1.0] Elves can be lured by mammon, but not become greedy/decadent

Elven settlements that border influence can be targeted by lure of the mountain. It seems strange that this works on them but greed/decadence doesn't. I think this should be made more consistent.

The power says it targets human settlements; if it is suppose to work on elves it should be clarified.
