Dark Elves lose elven arrogance from nearby deep ones.
Dark elves in a dark empire lose elven arrogance from nearby monsters (deep ones). Should deep ones also be monstrous allies?

I think this might happen when the Dark Empire didn't start as an Elven society, but instead grew to include them?

Regardless, should be fixed now, I've simplified the code a bit so it should be impossible for this to repeat.
