Elven Arrogance not considered for War: Invasion national actions?
Looking at National Actions and the motivating factors, I can see that Elven Arrogance is a factor in these actions:
* Form Alliance
* Improve Relations with [Nation]
* Join Dark Empire
* War: Raid Threat [Nation]
* Worsen Relationship with [Nation]

However, it does not appear to be a factor in determining the motivation of this action:
* War: Invasion of [Nation]

Is this a bug? I would expect levels of Elven Arrogance to impact whether an elven nation decides to invade human nations.

Something else strange about Elven Arrogance:
The description suggests that high Elven Arrogance would make an elven ruler more likely to join the Dark Empire and less concerned about the world's problems. Yet high Elven Arrogance is a motivating factor for raiding orc nations.

It makes sense that Elven Arrogance motivates rulers to raid human nations, but not orc nations. I assume this mechanic could become problematic for a Dark Alliance with both elves and orcs.

I would have thought Elven Arrogance would either have no impact on elves raiding orcs, or would be a disincentive.
