The description suggests that high Elven Arrogance would make an elven ruler more likely to join the Dark Empire and less concerned about the world's problems. Yet high Elven Arrogance is a motivating factor for raiding orc nations.
It makes sense that Elven Arrogance motivates rulers to raid human nations, but not orc nations. I assume this mechanic could become problematic for a Dark Alliance with both elves and orcs.
I would have thought Elven Arrogance would either have no impact on elves raiding orcs, or would be a disincentive.
