Evidence is not removed after investigation
Evidence just lasts forever and keeps building up menace. It's kind of funny to see half of the world's heroes collecting evidence I made from expanding my tentacles. They keep collecting evidence, turning it in, and then turning right back around to collect it again.

It kinda also nukes basically all attempts of being stealthy, since if even 1 evidence exists, world panic starts to spike hard with 5% per each, so even with only one hero investigating that 50 times means that you are stuck at 100% world panic, every hero investigating halves number of turns needed for game over
