Mammon's mountain always spawns underground
I think this is probably not intended as you can't expand on dwarf settlements and end up protected from surface dwellers even at ludicrous amounts of profile and menace

Mammon's mountain location depends on your world size and seed. You can try world size 22*22 and seed 222 or 2222.

Maybe the dev can make a new button for select where to place the mountain.

You can also play without the DLC but you have to go into Steam to launch without the DLC.

I agree that underground Mammon is often very bad.
If you restart enough you will find one on the surface though (which will likely be horrible in some other way!)

Babel Builder played a game on youtube ('Live' not 'Video') which was underground but not ridiculous or tiny so you could also copy the seed from that.
