If orcs declare war, the message says they intend "to invade and take their territories permanently".
This does not make sense if the territory in question has 0% habitability, as the orcs cannot take it. (They can only raze it; not occupy it.)

I suggest rewording the message to better fit the orcs' actual motivations.
