Elves and dwarves too flippable
When creating the Dark Empire on a Dwarven society, I got the whole thing even though only the capital was at enough shadow. Likewise, when founding a Theocracy on an Elven society, I got the whole thing even though only half had Faith at all. I assume it's because they're not technically cities.

Elves following their leader regardless of personal opinion or shadow is correct and supported by written descriptions for them. The dwarfs have almost zero written lore, so we have to assume they work the same way because reasons.

Elves with rampant shadow all over will also join the alliance if their leader says to and won't rebel so they are consistent. They also don't get any political agitation.
