How to make Bot a Commander?
Can it be done with console? if so, how?

No. You can't make a bot a commander... and this game doesn't have bots. It's best to connect with the remaining community that hosts a match here and there. As commented in this thread : https://steamhost.cn/steamcommunity_com/app/17710/discussions/0/5221353200106401226/

No bots. Only automated guns holders that sometimes move. Mostly they just get hung up on structures tho. They're basically worse than useless.

It is, and the bots in this game-engine are not prepared to avoid the player built structures.
