How do I activate the laucher?

The resolution is f ed up and I cannot fix it in game please help

go to your file explorer -> steam library -> steamapps -> common -> SCP Containment Breach Multiplayer -> options -> a notepad will open -> find launcher -> delete "false" and write "true" -> close the notepad and SAVE -> go to steam and hit play

why the game launching with not launcher
