UIScale not applied properly if changed to 1x and saving/loading

Description

Changing the UIScale to 1x, then saving and loading the game, results in the wrong UIScale being applied.

Steps to reproduce

  1. Start a game with UIScale set to not 1x. I tested Auto, 2x, 3x,at 1920x1080 (didn't test 4x and 5x since it looks the same as 3x/Auto).
  2. Change the UIScale to 1, click OK. The UI updates accordingly (everything becomes smaller).
  3. Save, then load. The UIScale resets to Auto visually (everything becomes bigger, Inventory panel takes up 1/2 screen width), except the main menu (ESC) is the 1x size, and the settings says it's at 1x.

This only happens when the new UIScale is 1x. Changing to Auto, 2x, or 3x and saving/loading works correctly.
