Afterimages skill does not grant all of its modifiers
As the title imply's the Adept Class Bonus "AfterImages" does not grant 100% "Trigger on movement skill". This can easily be seen by setting it next to any skill in the grid and checking its active modifiers

Thanks for the report, it is an issue with the tooltip. The 100% trigger on movement applies to the afterimages themselves and is meant to be hidden.
