Help with last 2 panels in Level 1

I've got 2 panels to go in Level 1- using Seraphin's panel finder, they are:

1: 83db2961 Open Areas staircase
2: 39fdbea0 Master Room mastery

I can't for the life of me figure out where to find the first one. It's supposedly in one of the purple and white rooms near the beginning, but I can't figure out where.

For the second one, I know where it is and can see it, but can't get an angle on it because I can't get on top of the building that it's set into. Is there a way to get up there? Or do I just fling myself from the edge below the panel and hope to catch the right pixel?
