I think it happened if I changed the setting after the actual game started, but I can't be sure now.
If you haven't already, try changing the settings at the start screen and confirm. Exit and restart the game and see if they saved.
This happens often during the game, where the volume gets louder even though the setting still shows I have it set low. When I save a mission and quit back to the main menu, the volume gets louder, yet the setting remains at what I selected. Very annoying to have to constantly go into settings to "fix" the volume back to what I set it to.
I can confirm this is still happening.
Example;
I have music set to 20%, for me that is a good volume setting for the background music.
I save and exit the game during a battle.
I go back into the game and reload my save.
Music is louder even though it is still set on 20%.
I lower the volume to 15% and it's very quiet and so I raise it back to 20% and it's perfect for me again.
Rinse and repeat.
Please fix, Sinister Design folks! It's super annoying.
