Were Governor Schmendrick and the Lissit child ever supposed to appear?

Came across them while looking through the character files in the moddable Vengeance of Emma Strider campaign. Kinda creepy how they only have blank sprites.

I had plans for them early on in the development of the original Telepath Tactics, but they were scrapped as the campaign took shape. They may still appear in future campaigns, though. ;)

Was "Imperion" supposed to be the governor's title or his weapon class? What would that have been?
