Question about Overheat spell

It's description says "Sap the targets' energy, then health with intense heat", but I've never seen it do damage to health even when they have no energy left

Thanks for the report! Damage to energy when a character is at 0 energy should be rolling over into health damage. I'll take a look and see what's happening there.
