The attribute you'll be most interested in here is "statGrowths." Emma's Strength growth is 4 out of 20 and Sabrina's is 3 out of 20, so it looks like your Emma is just getting RNG-screwed relative to Sabrina. (The good news is, Emma is still quite effective as a Motivate bot even if her combat falls off.)
I don't have the time to do it, but it would be pretty easy to create a fixed-growths version of the main campaign; you'd just download the moddable version as discussed above; open up PremadeUnits.xml; put "Stat Gain,0" in each recruitable character's stats; and then assign each character the stats you want them to improve at each level in their skillProgression attributes. To do this, you'll use "proficiencies."
For example: giving someone "2,Strength Proficiency" will force an improvement to their Strength upon reaching level 2, and giving them "5,Dodge Proficiency" will force an improvement to Dodge upon reaching level 5).
