I was watching the trailer and figured it MIGHT be an interesting physics challenge thingy if it hit $5, then saw the guy and realized "Oh, it's a spinoff to that. That explains the title." and totally lost interst.

You can't milk something that was dry to begin with. The first was a disaster and they had too much pride to let go (or just a lack of ideas)... but at the same time even if they changed the name and characters, it'd still be a disaster.

'Running out of ideas' implies they had an idea in the first place. Look at the development of the first game, every update made it worse and less like the initial alpha that people generally liked. They're milking an IP that doesn't have a foundation. The only thing the IP owner understands about this IP is that they need to plaster the Neighbor's face on everything.
