Every time I reach required fame points the tree of life adds 100 to the requirement so that I never ever reach it. I have 60 or more points to spend. Every time, is this a bug or am I missing something. I've sent many requests, feedback, email, saved play etc but am not hearing from anyone. Most frustrating, I am stuck in limbo.

What the dev above said is correct but 100 fame points = 1 tree of life point...
As for quests it appears to award fame and then converts it as above for Tree of life points.

If you have 60 pts.. then go use them on the Tree of life and think of the Tree of Life as the same as research in other games.

The Tree of Life points seem to accumulate VERY slowly when you don't run the tutorial. I seem to have either the issue of having too many people and the town growing too fast to sustain itself, or getting too few point to progress. Anyone know what I'm doing wrong here?
