Pausing a building construction after placing it down will not pause the building receiving resource, making "priority" useless as they still bring resource.

I.E.: 3 identical buildings let's say fishing hut, placed right next to each other. One prioritised and two paused. Resource is still brought to all three buildings instead of the prioritised one and none to paused.
