Do I need to play the first game to enjoy this one or is Golden Time a release?

You almost certainly should. The fandisc takes place well into the story of the original. The append scenarios are, as the name suggests, additional stories for characters who already had routes in the original.

If you're only interested in the new routes, you could technically get by with just the Common Route in the original (which I believe is available in the demo) but I still wouldn't recommend it.
