Is there a way to make the HUD bigger?

I know you can do this in half-life 1 by changing files but I don't want to get VAC banned or risk getting VAC banned, I'll be grateful if anyone would help.

Changing files in same way as HL. You don't get VAC banned for customizing files (excluding .dll.) Some servers don't agree with certain file changes, but HUD changes are in the clear.
