Enable Firewall.

Disable Steam Cloud.

Wait for the Login message to disappear then exit Steam and enter again.

Run command prompt as administrator (Start>All Programs>Accessories>Command Prompt>Right-Click>Run as Administrator)
In the command prompt type "ipconfig /flushdns" without the quotations.
Then try logging in again.
