Report a translation problem
If not: Open Task Manager. Sometimes it's not launching because it's already running in a kind of idk, corrupted session or something. Find out if there is such thing (it will show up on Task Manager as if it's a running program, even if you can't see any running window anyway) and end its operation. Test relaunch.
If not: Try simply shutting down Steam and relaunch/re-log on it. It's possible it's Steam update time for you, which is reported to have possibility to interfere with game launching until you finish it.
If not: Do you use mods? Disable all of your mods and test run it. If it's indeed the mods, you can use process of elimination to try and figure out which one broke the game.
If not: Delete all mods if you have any, you have to make sure you wiped off all leftover mod files. Test run it.
If not: Uninstall and reinstall the game; and before you reinstall, do a cache cleaning with programs like CCleaner. And make sure you also reinstall Microsoft Visual C++ 2008 and MS Visual C++ 2010.
If not: Restart PC. Sometimes it does fix things.
So it's definitely not just you.
I can guess a couple things. The biggest suspect is probably either Valve or Microsoft (assuming you're using Windows) messed up during the updating somewhere.

EDIT: Upon further investigation, I am not sure if my error is the same as yours, but mine is an error called "SteamAPI_init() failed" (I read it as on the bottom tiny text on the launch client window), which if pressed to launch will lead to a fatal error pop-up. I've read it could be fixed by simply ending Steam and then restart it as administrator. I'm going to test this.

EDIT2: I've confirmed that "SteamAPI_init() failed" error can indeed be fixed by running Steam as administrator. My game is running normally now. Probably just a Windows Firewall thing that I need to go back and add exceptions for.
EDIT3: I have also confirmed that once you launch the game while running Steam as administrator the game's resolution setting will go completely off which then you will need to re-customise; and upon re-customising, you close both the game and Steam and relaunching Steam NOT as administrator, the game can be launched without any other problem.
