That is the only one I am aware of that allows rotation.
The zipped files & src folder(& it's contents) need to go in: C:\Program Files (x86)\Steam\steamapps\common\Torchlight II ...this will be different depending upon your OS (I'm using Win7x64).
Once all the files are copied directly into your T2 steamapps directory, create a shortcut to TL2Cam.exe upon your desktop. When you clicky the shortcut it opens a miniature Torchlight 2 Camera Mod window with 2 sliders for horiz./vert. sensitivity and camera and reset key binding buttons (I left mine the default Middle Mouse Button/MMB and Backspace keys).
When I fired up the game in Steam with this little useful tool running in the background in Windoze I noticed that it even allows changing the camera angle in character selection/creation too.
Very useful tool. You'll definitely appreciate it in dungeons where you walk behind walls and are shown by a pastel blue outline and can't see monsters (pastel red outlines) or even where you're walking.

The first obstacle is that the games (except Hob) are older and thus most FAQs/information is dated.
Second, Runic Games has shutdown (were bought by Chinese MMORPG dev Perfect World).. thus the handy pinned links at the top of this Steam Discussion Board point to Runic Games website locations which are gone now.
My browser gives me this error: The owner of support.runicgames.com has configured their website improperly.
I started a thread some time ago stating that the pinned links were bad and a moderator should address/fix this but it seems to have gone unnoticed <shrug>.
Perhaps because the titles are older that stagnation has made this a ghost town for the few(?) people that still wish to play/enjoy these games they paid for.

It has been quite a while since I played any Torchlight games. I had an issue with a corrupt save I couldn't rescue in TL2 and just gave up to play other more stable games.
I followed the instructions but nothing happens when I double click on the TL2Cam.exe
