Report a translation problem
I tried clearing the Steam Cache file, as someone had suggested, and that did nothing. So, the other thing that I hadn't tried yet was to delete all of the contents of the mod file and make the mod launcher reload all of my subscribed files. That actually worked for the Bagmod that hadn't downloaded on my previous attempts, but it did not work to get the updated version of the Adventure Mode mod. This time it chose not to download that one, so I had to grab the update from Github.
I've got all of my mods now, but I'm worried that the mod launcher won't be updating my mods anymore, especially the TL2-ACE mod, since that is my favorite one, along with the The Toy Collector mod.
Just now I'm wondering if Steam doesn't verify the mod launcher file. I might try re-installing the game and see if that fixes the mod launcher.
Well, I didn't know that uninstalling Steam would trigger the uninstallation of all my games, as well. I couldn't stop the process, so that took forever and now I'll have to download a ton of games and reconfigure all of the ones that needed stuff done to them for them to run, or run properly. So far, TL2 is working fine.
The reason I thought I'd try a reinstallation of Steam was because someone had posted a thread saying if we get that message we should just restart Steam and the problem would be fixed. Well, I couldn't find a way to restart Steam except by doing a restart of my computer. I had tried that already and it didn't work.
I, just now, did another test for the mod launcher. I subscribed to a new mod and checked to see if it got downloaded. Nope. So, reinstalling Steam, and reinstalling Torchlight 2 did not work. I have no idea why the mod launcher is not updating mods or adding newly subscribed mods, and I'm out of ideas for what to try next.
It's the only place Valve has for us to file a bug report, and you can use it for Beta Client or Stable Client bug reports.You'll rarely ever get a reply from a Valve dev there, but they do read them.
Check to make sure it hasn't already been recently reported by using Search in that subforum. Maybe search "Workshop broken" "Workshop support" or just "Workshop".
Ignore any older threads about it- they've been updating the Beta Client and Stable Client so frequently lately that they may have broken Workshop support that was fixed previously. Make sure to read the pinned thread there too, about how to file a bug report (correct formatting), because if you don't, the Valve devs may ignore it. They can be a bit picky.
And don't count on it being fixed quickly- everything happens in ValveTime™.

And yeah- Valve does not make it very easy to figure out where to file bug reports, probably to keep meme reports and spam to a minimum, though those forums are constantly busy as all get out.
Make sure you know how to get to those forums if you need to ever make another report. Join the group and don't subscribe to the forums- that way you'll have a group link, but won't get spammed with notifications from the 3 subforums.

If I join the Beta Group doesn't that cause Steam to make me use the Steam Beta? I tried joining it before and that's what happened and I had all sorts of Steam bugs from doing that. I don't want to mess with that stuff anymore.
I've been in the group for years, and that's the only time I recall anything like that happening without me opting into the Beta from Steam Settings. It will show in your Groups list, and will give you an easy to find link to the Beta forums.
Just don't subscribe to the subforums- you will be spammed with notifications for new threads, especially now, while they are testing a ton of stuff prior to Windows 7 and 8.1 support being dropped at the beginning of 2024, and Mac support on El Capitan and High Sierra being dropped in September of 2023. And when those things happen, we are all going to have to get used to a whole new Client and list of "features" most of us didn't ask for.
You will get "News Announcements" of Beta Client updates in your activity feed, though. No easy way to opt out of those, but they can be interesting to read to see what is being tested and what they broke with each test and update.
I do opt in sometimes to test new "features" that interest me, and then I opt out again. I check the forums there regularly to see what is being tested or is about to be tested. It helps cut the "shock level" down when they ship new updates from Beta to Stable Client that change the Client in a noticeable way.
I post bug reports there from time to time- and I only get a notification if someone replies in my thread. I do not *ever* subscribe to any one of the three subforums there, or to the main forum subscription on the front page of any of the subforums- that will get you spammed and then some. Those are really active and busy forums. You are automatically subscribed to a thread you create. You have to choose to click "Subscribe to Forum". Unsubscribe if it shows you being subscribed.
