Game only runs on a single Cpu core. Could try lowering the Shadows, enabling or disabling the V-Sync, and turning off weather in the in-game Settings.
Could also make changes to the Settings.txt file by disabling Corpses and lowering Particle Counts.

A lot of older games were created back when 30 fps was the norm. I had to lower the fps to 30 for this game to prevent my rig from constantly overheating when I play, so you can try lowering it and see if that helps.

I used the Nvidia control panel to lower it.

I think the game might be too old to work properly. It's having to go through many layers of translation with the old version of DX, 32 bit. It's never hitting above 50% on the cpu (have it affinitied to a single core) and the 3090 ti i have never goes above 27%.

I also have it running on Windows 8 compatibility. So, you could try different compatibility settings.

I Play TL2 with Desktop solution 1600.900 and in game with 1366.768 and it works fine for me.

Interesting, i tried to run it under compatibility mode but the process won't start. It just crashes.

If you are talking about the "Run compatibility troubleshooter" function, I usually don't like to use that, since it sometimes chooses the wrong Windows version or causes some other issue. I just manually try out different compatibility modes that people in game forums have mentioned until I find one that works. It's kind of weird that different modes will sometimes work for different people on the same game, or that the troubleshooter won't even get it right sometimes.

guys why did no one mention dxvk? dxvk will make this game run smooth just try it dxvk made this game and some other games like borderlands 2 Playable in the first place befor that i could not play them because of the stuttering issue.

no works also on windows it translates dx9-11 games into vulkan, but its most effective on dx9 games like this game or borderlands 2, if you didnt try it i would higly recommend it its a game changer.
