Report a translation problem
The game launches fine for me, been grinding away at the last 2 achievements for several days now.(I am not running any mods or using any external scripts like macros for my mouse). I am running Windows 10 (fully updated), and I am on an older NVIDIA driver (560.7). But I have had issues with older games not launching in the past when my AV did an automatic update and I had to restore the games' .exe files from virus quarantine and add the games to the AV's exceptions list.
What operating system are you using?
Separately - try deleting the settings.txt file inside Documents > My Games > Runic Games > Torchlight II > Save folder.

Note that depending on your installation, there may be no "game" folder. This is the case in for me in Mint at least, so it might appear as "Torchlight 2/lib/libfreetype.so.6") instead.
Thankfully it's not like Oneshot where I had to delete 30+ library files. I also needed this to run the game, since Proton runs this game really poorly on my system (after a while it just stutters like mad).
On a strange side note, this is the only game that broke when Valve recently forced native Linux titles to use the Steam Linux Runtimes (mainly the Scout version, but Steam installed Soldier as well). Either way, this could be a solution for others as well if the other solutions don't work on your end (they did not for me sadly).
