The workshop items should download automatically once you have subscribed and launched Torchlight 2 (via the launcher). Then you can activate the workshop mods via the launcher. If you have reached a soft limit of 50 items, then only the 50 first items get downloaded.
The left side will list the mods available (that were downloaded / subscribed; mods from outside the Workshop can also be seen here if placed into the correct folder).
The right side is where the mods can be loaded. There's some check-boxes on the left side that will place the mods onto the right side.
The right side features two arrow buttons below the list. When a mod is highlighted - those up and down arrows can move the mod higher or lower in the mod load order.
The mod load order gives priority to mods placed higher and overrides features (if there's feature overlap) from the lower mods.
Another red button with 3 symbols is below the right side and can be pressed to launch the modded game once the player is satisfied with the load order.
