Report a translation problem
There is one file corrupted, it should be the "modlauncher.sch" in the following directory:
go to your Documents\My Games\Runic Games\Torchlight 2
(i hope its not different in the steamversion)
Just drag this "modlauncher.sch" to another directory. TL2 should automatically generate a new not corrupted one by launch. If it works out you can erase the old file.
The interesting thing is that TL2 is not deleting this file when you reinstall for whatever reason. This was a hard nut for me to crunch...

I uninstalled and reinstalled Tl2 now but left settings, mods and saves untouched. Same result :(
Maybe the settings are corrupted? Next try, uninstall with settings data...
EDIT:
Ok i have it working again. BUT: I did something interesting before reinstalling. Because mod launcher didn't work anymore there needed to be a concerning corrupted file. i had a look and found modlauncher.sch in the mygames/tl2 folder. Before the new install of tl2, i copied this file to another directory.
Now tl2 mod launcher had to do a new one after my install. All i want to say: Maybe i didn't have had to uninstall anything. Just deleting (or backing up) the obviously corrupted modlauncher.sch would have made it. :roll:

If not, uninstall TL and erase the file again after uninstall because it is usually not erased like your savegames are not erased.
