Game stuck after starting, no controls working

After starting game I am stuck at this "screen":

Background music is running.
I can use the mouse to scroll around a tiny bit.
Clicking anywhere doesn't seem to do anything (except the slight scrolling).
Using the keyboard doesn't seem to do anything (except Alt-F4, F12, Windows+Key).

Calmly Frenetic has Toki Tori 2+

There might be a problem with your save data.
Try deleting your save files located here:
...Steam\userdata\<steamID>\201420\

You will first need to turn off Steam Cloud for this game to prevent Steam from redownloading the "corrupted" save files. If you get the game running, you can then re-enable Steam Cloud.

Removed the folders
...Steam\userdata\<steamID>\201420\
and
...Users\<user>\AppData\Local\Two Tribes\Toki Tori 2+
and did a clean install of the game.

Now stuck at this screen:

with controls still not working (as described above)
There is background music though and the two critters move around.
