Sound Effects are extremely low to near non-existant
This has been one of the most wholesome games i've played (except for the dying animations geez) so it has been pretty hard to me to not being able to play it with sound effects, I just got out of the cave but sound effects are very low, I even deleted my whole save data but nothing helps, my settings say it is at max volume but it is not

You might try compatibility mode and tell Windows to try and run the game as Windows 7 or 10, given the last update was over 8 years ago...

Is it just the sound effects but the music is fine? If both are quiet, the game's volume might be set too low by Windows. I don't use Windows, but I know if you go into the volume settings, you can control the volume for individual apps there.

Also if you have any sound card specific apps running in the system tray, you might try disabling them while you're playing the game in case that's the issue

I also did notice there are volume settings within game for both music and around effects (I never bothered with them before so I didn't even look), there's a wrench icon in the upper left of the pause menu (click that), then you'll see 2 speaker icons, click them a number of times until they show the maximum number of waves next to them.
