I was stuck as this part and literally just figured it out. I'll try to give a few hints in case you just want a nudge in the right direction but the last one I'll describe the answer.

You need to wake up the frog with light.

Don't assume you can't move the bamboo all the way up or down.

If you move the bamboo all the way down, you'll need a way out.

The frog will move once it's awake.

Position the light bug on the left bamboo and the berry light bug on the right one. Light up the left bug with your whistle and lower the right bamboo with the berry bug on it. When the left bamboo is at the top, the bug will wake up the frog, which will eventually walk over to the right bamboo and fall in with you and the berry bug. It will eat the bug and you can bubble your way out to safety.

There is a spot a little further past this that I am stuck at. I got the first part of the waterfall to stop, but the second part is utterly confusing. There is a crab on a ledge and a light bug in a corner. I know what to do but cant do it. How do I get the light bug out of the corner?

You don't need to. All you need to get the hermit too see you, so you can get it off the ledge.

It seems that I have the exact opposite problem. I had no issue with the bug in the corner and stopping the middle part of the waterfall. I just can't figure out how to close off the other two.
