You need a bloated frog right under the position where Toki Tori is standing in your second screenshot. You can either use a bubble to carry a berry bug to that position and then let the frog jump into the water or you let the berry walk on the ceiling and stomp it down. Either way you need to bring the berry to the position first. After the frog eats the berry under water he will float to the surface and is now in reach for a stomp. The rest is a matter of timing and maybe a bit of luck.
