Pop him near the bottom, and run through the portal to intercept the bubble above and float up to the one you moved.
This seems like it requires much faster reflexes than most of the other timing-based puzzles I've seen so far. Although this doesn't mean that your proposed solution is wrong, I'm not sure if I can make it work, but I will keep trying.
The problem here is that I can't get the frog in the teleporters to send me over without making the other frog produce its bubble as well. And I have tried sending another berry over first, but I can't get the second berry into the bubble in the first place.
What's more, even if I could avoid causing the other frog to produce a bubble, I can't seem to quite make it to that platform when I do get sent over (that is, I just barely miss the edge).
