Difference between colonizing unclaimed and unclaimed colonize

I was trying to change event values when I realized that there was a separate value for colonizing unclaimed and unclaimed colonize and I don't understand what the difference

one of them is the event where a country creates a colony along a unclaimed coast. the other is how big the chance of a country expanding into unclaimed land near them each turn
