Howe do i kill shielded enemy, they seem invincible

Rockets or minigunner bullets should be able to cut through the shield. The chopper strike might be somewhat effective too.

Based on my experience, Snipers or Flamers are the most effective to counter shielded target

Sniper (to disable shield temporarily) + minigunner is the best way I've found.
