I assume that your monitor can do at least 60hz. What sort of video card do you have? The only way I can imagine it dropping to 30fps is if the video card was struggling to render at 60, or was very inconsistent.
The main problem would be that the game speed is tied to the frame rate at all, though. That really shouldn't be a thing in a PC release. :/
It's not tied to the frame rate specifically. The nature of V-Sync is that it stops your whole application dead to wait for the screen to refresh.
The gameplay code updates itself at 60hz (assuming your PC is fast enough, which yours should be).
I guess the V-Sync issue is an oddity then.
